Title I, Part A is a federally funded program that provides instruction and support services for students.
These funds are in addition to state funds and services that schools receive.  

Title I, Part C is the Migrant Education Program that is designed to address the unique needs of migrant children, ages 3 through 21, and provide support and services that will help them be successful in school. 

Title III is Language Instruction for Limited English Proficient and Immigrant Students.  Title III focuses on helping English Language Learners (ELLs) achieve English proficiency as a means to academic achievement. 

Title IV, Part A is Student Support and Academic Enrichment.  The purpose is to improve student academic achievement by increasing the capacity of state and local educational agencies in the following areas by: 

  • providing all students with access to a well-rounded education, 
  • improving school conditions for student learning to support safe and healthy students, and
  • improving the use of technology in order to advance digital literacy of all students.

Title V is the Rural and Low Income Schools Program that is intended to meet the unique needs of rural and low-income districts by providing resources and flexibility to supplement selected priorities. 

Title IX is the Homeless Education Program.  The Federal McKinney-Vento Homeless Assistance Act states that children and youth who lack a fixed, regular, and adequate nighttime residence are considered homeless.  The Homeless Education Program is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in shcool.  Under this program, state educational agencies must ensure that each homeless child and youth has equal access to the same free, appropriate public education, including a public preschool education, as other children and youth.

The programs outlined are what we (the district) provide to the schools through the programs.  Parents, schools, teachers cannot apply for these, only districts can, and then the district spends the money on what they outlined in their grant proposals at the various schools and in various ways.
